You're right Thrombin, Sydney Newman did famously state that he didn't want any Bug Eyed Monsters in Doctor Who, but by the time that Nation's scripts were being prepared Newman had actually stepped back from day to day involvement in production. His first sight of a Dalek was when he watched the story on broadcast.

Donald Wilson on the other hand, had more involvement in shaping scripts. And he disliked Nation's somewhat cheesy pulp sci-fi approach. But the production team had little else that they could actually use - the Marco Polo scripts weren't ready, Masters Of Luxor had proved unworkable, the Miniscules idea had been shelved as being too difficult technically, so all that was available was Nation's 7 part epic set on Skaro. So Lambert and Whitaker went ahead with the Daleks. Wilson wasn't happy about it, but there wasn't an alternative. But, as I said, once the Daleks proved to be a huge success, he was gracious enough to accept that he was wrong, and to let Verity Lambert run the show her own way. Sydney Newman did the same - his faith in appointing Lambert had been more than repaid.
