With stations like Heart , or the city 2 netwok, these stations play a cross mix or music from the 70s to now . But the bass on the songs of today is far more than the songs of the 70s and 80s , how do these radio stations keep all the bass the same , as to add more to the older tracks and take it off the new tracks ?

    Exactly right.
    It's called multi band processing.
    The level of each band is dynamically adjusted according to the input.
    Bands are often linked so they can't go too far away from the gain of the adjacent band to stop weird effects.

    Modern tracks appear louder but their bass peaks are often lower than older more dynamic tracks due to the fact they're already subjected to similar processing (to that used by FM stations) at the mastering stage by incompetent engineers going waaaay over the top trying to achieve maximum perceived loudness at the expense of sound quality.
    However, due to the above fact, modern hyper compressed music when played on the radio can actually end up sounding weaker than decent dynamic recordings!

    Processing on FM TXs today is woeful. In Glasgow presently, there is one station over deviating with 42% of their deviation over the permitted 75kHz, others are not just that bad but still over doing it .
