If you asked me a couple of years ago I would have said Doctor Who. But I don't really enjoy Doctor Who much at the moment (Unpopular opinion, I know, but I really don't dig River Song/11th Doctor) Who knows, I may start liking it more after lets kill Hitler, but for now it's Torchwood. Mostly down to Eve Myles but still...

Doctor Who definitely.
Torchwood gets worse while Doctor Who gets better.
During Tennant era, I would have said Torchwood, but then I was never overly fond of the Tennant era. I'm loving the new Torchwood, but Matt Smith/Moffat's Doctor Who is one of the best things on TV this decade.
Probably Dr. Who. Dr. Who for me is a little extreme this year, some episodes are okay but some are brilliant.:D Torchwood started out great this year but now Davies seems to be turning it into a male version of Tipping the Velvet, which is really boring for a sci-fi show!:sleep:

The current series of TW is no where near as good as the current one of DW though.
So DW overall.
Some of the filler episodes of DW though (eg. Pirate episode) drop the overall standard, it still beats Torchwood though overall.
