Hard to say imo. But if someone held a gun to my head I would probably say Joan Jett.

Girlschool's lead singer and guitarist Kelly Johnson sadly passed away in 2007 aged 49 from cancer.
It was for me, unfortunately. I won't judge anyone who liked it though
Maybe someone can convince me otherwise but I find that sort of music and performance soulless (and the tune was a bit tuneless), i.e. fantastic technique but that's all.
