It's impossible to know what is going on unless you have read the script! I'm amazed by the negativity on some of these threads.

It looks as though he is perhaps saying his goodbyes, I for one am happy to see that as we as viewers will be saying our goodbyes to Ten. I love Sarah Jane and think she is an amazing character and she means a lot to The Doctor generally and well as to Ten, why shouldn't he say goodbye to her. The SJA are hugely popular, well loved by children, my 13 year old nephew loves it and I know he is going to be thrilled when he hears that SJ and Luke are in the last episode with DT even if it's briefly.

The photos look absolutely heartbreaking - it looks like a small and moving scene with them.
