Short playlists means chosen artists and promoted labels get their acts on more often.
I remember when MTV Hits was a great channel. I don't think i've touched it other than through flicking for a couple of years.
Well, the artist presented charts are just that, presented. We had them telling us on Smash Hits that Britney's Toxic is the greatest single of the 00's, then on MTV it touches number 10 and on another it's 23....this was when they were something a few years ago.
Viewers are the least important aspect of any station - yes, they want viewers, but only for money reasons. Music TV is one of the most blatant at it though.

- VH1 is more like this "floorfillers" for most of the year then its "ballads" then "Christmas" on repeat - when VH1 got its needed revamp I was expecting the channel to have at least something to bring me back to it - but its done sweet bug all for me, it publicises MTV way too much these days and it hardly promotes its own programming (other than plaster it top right of screen) but it advertises MTV mostly! I understood say a decade ago the channels cross promoted their channels ie Singled Out on MTV Queen's Greatest Hits on VH1 (just examples) but these days its bombardment of MTV
