Libertines
the Strokes
Coldplay (i'm not sure whether their 1999)

Kings of Leon

Libertines - formed in 1997
the Strokes - formed in 1998
Coldplay (i'm not sure whether their 1999) - another 1998 band.

Not too many good new bands this decade.
That view isn't surprising seeing as 2 of the 3 you've mentioned sound like they've been plucked straight from the 70's and 80's.

I was just having a bit of fun to be honest. If you went on first major album releases, then yes, all of those bands were 2000 onwards. (except Coldplay!) But it's interesting to look up how long bands have been going.

I know some bands can be going for years before an album release and others like the "Arctic Monkeys" can have an album out quite quick , no offence to them though it would have only got boot-legged

Muse's first album was from 1999 and they were around for a while before that

For me it's:
- Yeah Yeah Yeahs (first EP in 2001)
- Goldfrapp (didn't release anything until early 2000 so just scrape in... they formed in 1999, however)
- Maximo Park
