Well, no....He may have created two characters that have fallen for the Doctor (and I don't count Lady Christina, she was even thinking about kissing the Trivoters, it was there eating habits that put her off

).....but his stories have never really been completely around that....unlike Moff, who had the whole Reneitte love story, and then River too (yes ambiguious, but she didn't mind a quick flirt) and I guess you could even include Jack in the TEC/TDD....in fact that was the first story that had the Doctor show obvious signs of jealousy that Rose was paying attention elsewhere....The only time where love really came into an issue was in Doomsday, where Rose told the Doctor, and yes Martha gave looks, but that was spread into other stories too....but on a whole it wasn't the focus, or even central to the story apart from the Last of the Time Lords, where Martha leaves because of her feelings.....and then Journey's end....where Rose kisses the other Doctor because he tells her how he feels.....all the other kisses, in RTD's stories have been hidden behind something else, like taking up the vortex, and saving Rose, Cassandra kissing the Doctor, but done for comic rather than romantic interest,....but Moff's had a full on Snog, which the Doctor seemed to very much enjoy, and later they even "danced".....His GITFP, was based on how he meets Reneitte, and has that cheesy and romantic (depending on your opinion) letter....and the Libraray two parter, has River behaving like a Time Travellers wife....Oh and Paul Cornell had a love story for the Human John Smith, and also in Father's Day, it was suggested that the Doc would wish he could live a life like the bride and groom....
So no....RTD is definitely not the main culprit.......especially in regards to Moff, who's scripts are untouched by RTD....
Oh lets not forget....its RTD who came up with Donna....a true friend of the Doctor......
