As I recall, she was cleared of that. Someone who didn't like her made a scurrilous accusation. Don't trust the tabloids; they don't have much interest in verifying their stories.

I'm pretty sure that was mentioned on camera in the boardroom. The fine wasn't so much for breaking rules as for not getting the item as specified on the list. A bit like getting the wrong colour clock in the Marrakesh task.
There have long been rumours of candidates phoning home when they shouldn't, to get a bit of moral support and remind themselves why they are doing it. Although it's against the rules, I doubt getting caught would affect any of Sir Alan's decisions. It's even less significant than lying on your CV. Likewise with Debra, so long as her family didn't buy anything. (And I don't trust the tabloid's claim about the phone call.)
