I don't think major characters on Who are created to be any specific ethnicity, although of course once someone is cast their relatives are chosen to look somewhat like them.

It's not exactly hard making the DS staff look like a bunch of tools now is it? All you have to do is give them a rock to step over, and watch them live in fear as they struggle to comprehend the obstacle in their path.
