It looks like it from both their reactions and Noirin's body language. And the fact that George Lamb said to them there was that attraction between them in the house and that he heard there was something going on through the grapevine.
Noirin just said coyly "we're just friends" but Tom answer was "Daddy's back",
Which, as we all know is what Isaac said to Noirin that night they got back together on the show.
So everybody assumed they're together from the body language and what Tom said.

Did you read the report from the person who went to the show on friday ? They said Noirin suprized them, she was lovely apparently
