I think that's true but I would be more inclined to list singers that have transcended their own mortality as well as generations.
ie. Sinatra, Fitzgerald, Torme, Presley and Gaye, these people were tremendously talented and are still widely appreciated for their talent years after their deaths.
....When everything they write themselves sounds like a hit record, even when it never gets released from the album....

A great singer really moves you - you get emotionally involved with the song. And they sing in tune

doesnt make them great singers - just popular.
(not saying theyre not all great though - elton and george are great)

...so I guess Elvis, Athetha Franklin and Dusty Springfield aren't really talented singers cos they can't wrote a note. Someone like Gary Barlow can write and sing but does that make his more talented than Elvis???
I think great singers are ones who can interprete a song to make it unique and fresh and can express real emotion through a recording.
Great ARTISTS are those whose can write and sing. Usually great artists are better at writing that singing i.e. Paul McCartney, Etlon John, Bob Dylan...etc
When they can take somebody else's song and make it their own. e.g. I Will Always Love You by Whitney Houston. Some people don't even know that it was Dolly Parton's song first

The sign of a great singer is just this: Great singing.
All the people you listed are great stars but Kylie is not even a particularly good singer let alone great and Madonna isn't great either. Sting, well I'd say he was a better songwriter than singer and the same goes for the loathesome Elton John (even though I can't stand him).
Aretha and Marvin are still the greatest but from the current crop I have to hand it to Christina Aguilera and I'm starting to warm to Justin Timberlake.

i think it's all about how you define 'great singer' to some people it will be high notes, to some people it will be low notes, some people don't like pop singers because they can be bland, some people don't like r'n'b because it can go over the top.
I think people bought into the Spice Girls because of their energy and their message and to them that made them great singers
