are the cages you tried still next to each other?
if they weren't, try leaving them close together

also, are they a cock and a hen bird?
if they are they may be in breeding condition and you could try supplying them with a nest box and seeing what happened

I may be completely wrong here, but I'm beginning to suspect someone trying to amuse themselves on a dull Sunday morning. I mean, who goes on valium over a couple of budgies?

Cock birds have a blue "nose" above their beaks, hens have a brown bit, so if your budgies are mature, it should be easy enough to tell what sex they are. If they don't get on in the same cage, separate them, give each of them a mirror to play with (they're too dumb to tell the difference), and if necessary put the cages in separate rooms. Job done.

There are such things as 'rogue' birds. I had one in my aviary who would attack other birds and new chicks, also throw new chicks out of the nest.

I just took her out, she went in a seperate cage. I called her Asbo.

Do they get out of the cage to stretch their wings and get some exercise? If not, maybe they are frustrated or bored.

Yes they do they seem happier outside cage and spend a canny few hours outside it shitting down my radiator and eating my curtains and now im glad to say they have finnaly worked out how to get in back of their house without me using the net to catch the pair of cheeky monkeys the aggressive one isnt exactly going vicous vishus vicoius he just seems to be full of beans and exubarant but when i see the quiet one just wantin a bit of peace and other one just buts into it it annoys me the cafe is a fair size anyway but yes they spend at least 6 hours a day out of it well maybe 4 or 5 but on weekend a bit more.

I wouldn't keep two hens together myself.

And I wouldn't keep their cages together if you separate them.

If they can hear each other they'll still keep each other company.

Female budgies are notorious killers of other budgies.

Maybe that's what they need? sort out their differences over a nice cup of coffee?

To be more serious, could either be two hens, which could be a problem, or an amourous cock hasseling a disinterested hen. If the latter they may bond when she becomes imore interested

Or if one continues to bully the other you may be better to just give them company when out in the bigger space of the room, so let them out together but cage them separately.

I used to look after 2 hen budgies when their owner went on holiday and one of them used to bully the other one; the quiet one would be having seed and the bully would push her out of the way, the quiet one would be sitting on a perch minding its own business and the bully would attack her. My friend tried keeping them in separate cages but they both would seem desperate to be together. Sadly the bully died last year and the remaining budgie seems quite lost without her

I think I need my eyes testing again, because I did not read "Budgie" when I saw this thread in the list.
