That's the Radio Times billing for 4.17, according to RTD in Doctor Who Magazine 411.

Given RTD's sometimes "interesting" naming choices for things it could be some sort of wibbly-wobbly timey-wimey cloaking field inside which the Time Lords hid themselves before the Doctor could blow them all up.

The cowards!

Or that.....

Or maybe the silver cloak is the time lords disguise....maybe it's not just Tardises (is that what the plural is???) that have cloak-ing devices....so do Time Lord bodies???? Or an easier one is that it is a Tardis???? Or the Rani????.....

Oh ta for that not got my copy yet

Oh theres a few ways silver cloak could go - they've kept that one well hidden no hint or sighting of anything silver cloak in the very few leaked scenes we have from the specials..

I'll have a guess it's a place in Gallifrey -maybe the Silver Cloak is where the Gate is (the Gate waiting for Ten that RTD has not mentioned since his Radio Times interview last Christmas-maybe we'll start hearing more about the Gate as the specials near ..)

Liking Crazzyaz's TARDIS idea also
