Can i check to see if a phone number has been owned before?

ive got a phone number from my new phone company that has been used before and has got a tiscali account on it and has affected me getting my broadband moved over. so i need to get a new number but is there anyway that i can check what the newest numbers are and if a number has been owned before.
for insiders the prefix is 0191 370xxxx the highest up number ive heard of is 01913702xxx
and the post code is dh2 3ls

please help

Phone numbers aren't allocated in numerical order. You could order a new line and be given a number right at the top of the list, then your neighbour could order one and be given one from right at the bottom. That's just how it is.
