AS far as I am aware artists can only claim royalties for music for original music they wrote themselves or co-wrote with others, providing they don't sell the rights!
Leon has only had one song released that he might be entitled to a small amount of royalty for and that is Don't Give Up On Love ( the bonus track on When You Believe) which I doubt gets any playtime at all!
Leon actually co-wrote 2 songs,but the other one didn't make the album so unless someone decides to record it one day he wont get a penny from it! Shame we never got to hear it!
