By "international" do you mean he played for an overseas national side?
Everyone else seems to be thinking of Middlesex and/or England.

The only other two ex-England players I can think of who fit the extra hints are Alec Stewart and John Crawley
(both predominantly batsmen, both (4,7), both ex-internationals, both played in an England side featuring Tuffers).

But I can't for the life of me make either of them fit the clue.
Which makes me think it's maybe an overseas ex-international who played with Tuffers at Middlesex?
