Found Dan Heath, a goalkeeper (Lieuteneant Dan are a covers band, Moor = Heath). Bit obscure though so unlikely.

Well in the US a lieutenant can be a police officer, which we call a Bobby. Moor sounds like Moore so I'll give Bobby Moore a go with zero confidence.

Dismissing Heath as a surname then, my other line of thought was lieutenant is abbreviated Lt, add 'on' to make Elton someone as it's a we hear clue we now know?

Apologies for the late addition of the 'we hear' which applies to the entire answer technically, not just one of the names. And it's a borderline 'we hear' which probably explains why I forgot to add it to the clue.

It's not Bobby Moore but, again, good guess.
