Can't be bad,just paid £20 for a twin hdmi switching cable from Argos ,and they are £27 in Asdas.They have a similar thing in Argos but only a twin switcher £48.89

Would i be being extremely dim if I asked what this was for?

Also, is there anything I can do to stop the lag when switching bewteen HD and none HD channels on my TV?

Not bad but it has a plug so uses all the sockets.

I just got a 4 way switcher with no plug on ebay for £12. The old one I used was about £10 but only a two way from Argos.

You use it for adding extra HDMI inputs to your panel. i.e. our Tosh has 2 but if I was to buy a PS3 for instance I would then use this so I didn't have to keep unplugging lead.

You cannot alter the delay when switching HD as the HDCP handshake has to take place. Some newer panels have reduced this time.
