Urban myth I'm afraid.
'Winterval' was a cynical attempt by Birmingham City Council to attract extra revenue from seasonal shoppers right from Hallowe'en to Christmas by 'celebrating' all the winter festivals of all the major faiths.

Mike Chubb, the guy who invented the word said -
"......a brand to which other initiatives could be developed as part of The Winterval offer in order to sell the City at a time when all cities are competing against each other for the seasonal trade."

It was basically an commercially driven promotional event, culminating in a huge orgy of christmasness.

But you wouldn't read THAT in the Daily Mail.

Same reason the world pokes their nose in over bullying, domestic and child abuse etc ie to try and prevent it becoming the accepted norm and so to ensure that those that complain get support rather than pressured to put up with it and stigmatised as whingers or "oversensitive".
