Basically instead of phoning the premium rate voting number, you phone their number which is cheaper....you have to listen to an advert first, then it goes to the normal voting message.
You only pay a BT local call, and they pick up the additional cost of the Premium rate call, which they fund via the advertising that you have listened to.
