All the performers, song writers, copyright holders etc. There are strict rules about broadcasting repeats of live performances with respect to royalties. I can't comment on DWTS, but I would imagine that there are different rules for broadcasting on satellite or cable channels, and possibly for foreign shows too.

Series 3-5 were repeated in abbreviated form (i.e., with the benefit of cutting out Bruce's inanities) late on Sunday afternoons / early evenings. By series 6, iPlayer had arrived on the scene.

Please don't take this the wrong way, but if you don't pay the licence fee, but just happen to live close enough to the UK to pick up the BBC, you're not really in a position to moan about the lack of repeats. You're already quids in!
