I think she just hasn't pushed through to produce a great dance yet. I don't think people dislike her, they just aren't enthusiased by her - and why should they be. Everyone seems to be rating her on her potential but she hasnt' yet shown she can realise it.
Rachel was in a different category as after a shaky start she consistently started producing quality dances which still weren't appreciated by the voting public. Partly I think this was because of her quietness, refusal to stage gimmicks or to beg but it was also because people had already picked their favourates early and weren't interested in giving her a chance.
On the tour she was bound to win as the audience are more likely to be keener on dancing and she was clearly the best.
But Ali has the love angle gimmick, the stoic injury story etc... so all this may not apply.
