If a Vodafone UK phone texts a Vodafone UK phone in Ireland

how much extra, if anything, would it cost that person?

Vodafone Customer Services would be best placed to answer this question, but l think the following would be a good start to the answer.

The sender of the text in England would pay his/her normal txt messaging price.

The receiver of the txt in Ireland would pick up the cost of the international part of the txt message. This would be dependant on what network the mobile phone is attached to and what tariffs/deals Vodafone has in place with that operator.

I'm sure all operators let you receive texts while roaming at no charge these days. Best double check with CS, of course.

Edit - I read it wrong.

If you are in the UK then it's just your standard charge and the roaming mobile will not pay anything to receive a text.
