Firstly I don't think that this is always true. It entirely depends on the output level of the box compared to the sensitivity of the first stage of the power amplifier. If loud passages get clipped by the power amp it mos't certainly won't give the best quality, quite the reverse. Around 50% is the best general advice as not only should this avoid clipping the sending amp should be generating less harmonic distortion.
In any case this assertion is totally false in respect of this discussion, the spdif connection is a digital one so only carries a stream of 0's and 1's. The loudness (amplitude) of the 1's has no effect on the quality, provided the digital decoder can tell the 0's from 1's it wont make any difference how much the digital stream is amplified unless it get's so loud that increasing signal distortion makes the 0's hard to tell from the 1's
