The reason behind that statement is this:

Whenever there is an "conflict of interests" aka "faux argument" Goodman uses his "Head Judge" monicker to overule anyone, Cowell has the same "carte blance"

The very obvious staging of these spats, and the rehearsed comments, are getting on my nerves now. I think the judges should just give their honest opinion and an honest vote and not try to put on a performance.

He's there to protect the conventional ballroom technical standards, which means he'll clash quite often with Craig's sometimes precise and sometimes woozy and sometimes completely capricious perspective on things. He also votes tactically, inflating his marks if he thinks Craig will under-mark. So some of the attacks on him are just missing the point and in some cases risibly disingenuous. But his 'cheeky chappy' persona does sometimes intrude too much. That's a production issue, and this production team is one of the most incompetant around.
