In other dances I'd agree, but from the arrangement of the music I'm guessing it was supposed to be cold, aloof and somewhat robotic (their heels click together and it makes a *ting* for chrissakes). Which is a valid choice for the tango I think - it's not always supposed to be grunting and stomping and ladies fondling the boys sweaty gauchos.
At the time it annoyed me, because I was bored of the boys overacting, and it felt like a bit of a swizz just to pull into Rachel's natural... blankness, but out of the context of the series I think it really works.
