Thanks for posting this, it's interesting to read. I think they made the right choices in cutting these- Rose didn't need to be mentioned at the end of series 3, as the Doctor had come to terms with losing her (just in time for her to come back in series 4!) so wouldn't be thinking about her constantly- and it was Martha's moment, so it was better that the decision was just about her getting out, and not an 'all that and he's still going on about his ex- stuff this!' which is the impression it might give with the cut dialogue left in.
As for the Doctor calling Donna old, how dare he?

She's not all that old even for a human, and more to the point, it seems out of character- he invited Sarah Jane to travel with him again. The Doctor seems more likely to say it's never too late to follow your dreams than to throw someone out because they're not a teenager any more.
