In defence of the Doctor, he had other things on his plate - having to save Rose, then regenerating.

And once that was over and done, Jack was still there, waiting.

And he explained why he left him behind in Utopia.v Because of what Rose had done. She gave Jack life - permanantly. Jack is wrong, i'd even go so far as to say unnatural and the Doctor said as much. Jack became a "fixed point in time and space", a "fact"

Martha Jones, you saved the world.

Yes I did! I spent a lot of time with you, thinking I was second
best. But d'you know what? I wasn't.

THE DOCTOR
She'd have liked you.

MARTHA
I'd have hated her.

(Both laugh. Then, quieter)

MARTHA (CONT'D)
You gonna be all right?

THE DOCTOR
Always, yeah.

(Pause, silence)

MARTHA
Right then. If I stay in here, I'll talk myself out of it. Bye -

(She gives him a quick kiss)

(Turns, runs away down the ramp)

And just out interest, if anyone wants the extra dialogue from Partners In Crime:

DONNA (CONT'D)
- I don't need injections, do I? Y'know, like when you go to
Cambodia, is there any of that? Cos my friend Veena went to Bahrain, and... you're not saying very much.

THE DOCTOR
No! Just, um... travelling with me, you don't think you're, um..

DONNA
Don't think I'm what?

THE DOCTOR
A bit too, sort of...

(oh God)

Old?

DONNA
Oy! How old are you, spaceman?

THE DOCTOR
Nine hundred and three.

DONNA
Well then!

(beat)

How old?!

THE DOCTOR
No, but it's just... It's a funny old life, in the Tardis, it's not...

Thanks for posting this, it's interesting to read. I think they made the right choices in cutting these- Rose didn't need to be mentioned at the end of series 3, as the Doctor had come to terms with losing her (just in time for her to come back in series 4!) so wouldn't be thinking about her constantly- and it was Martha's moment, so it was better that the decision was just about her getting out, and not an 'all that and he's still going on about his ex- stuff this!' which is the impression it might give with the cut dialogue left in.

As for the Doctor calling Donna old, how dare he? She's not all that old even for a human, and more to the point, it seems out of character- he invited Sarah Jane to travel with him again. The Doctor seems more likely to say it's never too late to follow your dreams than to throw someone out because they're not a teenager any more.

Just to add I think in Gridlock and HN/FoB that they were kinda of good together without having too much references to Rose. It was nice for the Doctor to come out of his shell and obssesion of Rose for a brief moment to explain what Gallifrey was like to Martha towards the end of Gridlock. Hoping to hear more of Galiifrey in the EoT

Really uncalled for, I agree. He didn't let Mr Copper join him either, but he really was too old.

In a footrace I think I'd back Sarah Jane over Donna, and that is a primary job requirement.
