It looks like European Commission will recommend a default setting of 85 decibels for MP3 players with a new, lower maximum setting of 100 decibels if people really do wish to override the default settings.
No timescales have yet been given for the introduction of these limits but it appears that one of the ways some people are avoiding higher noiser levels is by getting noise cancelling headphones which block out external sounds so they don't need the volume setting set so high.
