I have to agree. IMO, it may be the case in America but not in Britain, certainly not with Who, anyway. In Will Smith's (IIRC) only romantic comedy, Hitch, his love interest is Eva Mendes, who's hispanic. At least one media commentator said at the time that Mendes was cast because if Smith's love interest was white the American audience wouldn't find it believable and if she were black it would alienate the American audience, what with having two black lead romantic characters in a movie that had not been marketed as 'black'.
Luckily, Who doesn't exactly have to worry about being believable and I'll leave you to make up your own jokes about not being able to alienate an audience that watches a show with an alien as the eponymous character
Seriously, I thought the Martha and Mickey pairing was less about race and more about the irony/coincidence of the two characters that were effectively rejected by the Doctor and Rose respectively ending up finally finding happiness with one another. But I do agree that Martha should have stuck with Tom
