It just means that when he regenerates she'd either say "oh i remember you" or wouldn't if she didn't recognise him.

I doubt she would even remember him to be honest, I don't even remember everyone who said 'Happy New Year' to me last night, if I bump into one of them in a few months time I will probably have no recollection of them from before.

Well of course because nothing of significance happened in her life between that night and the regeneration.
And of course 10.5 has no knowledge of it at all. But we'll never know, in all likelyhood, because if Rose ever comes back it will be after 10.5 dies - either it will be without Tennant, or Tennant playing the 10th Doctor. There's no point in ever bringing back 10.5.
