So who were the two Timelords who voted against?

Wecan assume the Claire Bloom character was one of them (and who EXACTLY was she BTW), but who was the other one?

Being discussed elsewhere in numerous threads. there's no confirmed answer, just speculation based on the camera movement and facial expressions, so nothing concrete. Most assume it's his mother, but everyone from Sally Sparrow to Romana to Donna has been suggested along the way.

The other one would have been the other person who covered their faces ("the hands of shame") but the identity of them wasn't revealed. Some say it might be the master's mother, e.g. they didn't want to see their offspring perish.

they are quoting the guardian review - doesn't necessarily mean the reviewer got it right - it's not confirmation that she was his mother.

That link is simply for a BBC news story, & the actual part which says Bloom played the Doctor's mother is a quote from an article by a Guardian TV critic.

Not really canon.

I think the other was Chancellor Gordon Brown - ashamed of the mess he got the world into today - hence the face covered.

I noticed something which may have been a big clue. The music that played when the woman uncovered her face and the Doctor recognized her was the same music, incl. tone etc, used when Donna initiated the meta-crisis, which to me fits with Donna being the woman in White.

As to the other person, I'm not sure, and this is stretching it, but what if Wilf actually was on Earth with a 'fob watch'..as a human, planted to deal with this situation? That would make Donna part time lord, perhaps latently, which only showed up when triggered by the metacrisis. Perhaps Wilf in some other regeneration was the other unseen time lord?

To stretch it even further, what if Donna was indeed the Doctor's mother? (time is not linear for time lords, after all!) As human, he wouldn't have recognized her, and it would fit with the fact that Donna had NO romantic interest in the Doctor at all....there used to be theories floating around that suggested the Doctor was part human, which explained his affinity for humanity.

Maybe/probably the Claire Bloom characters and the still hidden male, character were requests of Moffats, a little plant for one of his arcs/back stories in series 5.

Just as the tardis exploding during the regeneration scene would have been at SM's request.
