Being homoerotic was not actually the intention of that video, Neil Tennant explains this here at 04:18. The video also quite prominently features a beautiful girl and the idea is that the two guys are fighting over her.

In fact, if you look at all PSBs videos, I'd say they are generally more neutral/heterosexual than homoerotic, with the exception of Go West and Paninaro '95.
