Vague guess based only on it's style, but it looks sorta Napoleonic. The shoulder decals look naval.

Looking at the eagle on the right sleeve it looks like some kind of USSR/Eastern Bloc military, style makes it look like mess dress or something rather than something that would be worn in the field...

Unless it's Prussian, but I'm no expert on that.

Could be, the patch on the side looks like the eagle from the Prussian flag.

That's what I thought, plus the colour. Prussian blue being more dark slate grey
