Trouble with Tom Waits is that he's varied his style so much over the years that it's difficult to recommend just 1 album. He started out with very mellow, piano driven ballads, then started going a bit jazzier until he went much more experimental later in his career.

A few I'd recommend though -

The Heart of Saturday Night - one of his early albums, mix of piano driven ballads and some more jazzy songs.

Bone Machine or Mule Variations - imo his strongest later albums, both won grammys.

Either Swordfishtrombone or Rain Dogs. Both are great.

EDIT: Or go way back to Closing Time

I've just started getting into Tom Waits too. I'm still struggling in terms of whole albums... I've got a long way to go as a fan, that's for sure. But Closing Time, to my ears, is the most accessible of all of those I've heard.

Wouldn't argue with Closing Time either - as his first I think it's his most mellow and straightforward, and probably his most accessible as a result, but still a brilliant album.

Swordfishtrombones and Raindogs are also classics of his more experimental stuff!

The man's produced so many great albums it's just impossible to narrow it down to one.

(The Heart of Saturday Night and Bone Machine are my two personal favourites - I think!)

Not owning any Tom Waits lp's is the best position you could be in. Now you can hear an artist evolve over a forty year period from a jazz-influenced singer/songwriter-type to an island off the coast of any known musical genre. Buy them in order, you're gonna end up buying them all anyway and this is the best way to do it. Having said that, The Heart of Saturday Night and Mule Variations are his most complete works.
