I have taken out a book about the Dr Who The Ultimate Monster Guide, I have a lot of info about how the team makes all the aliens, monsters and much much more.
I have some info here about the Recreating The Cybermen.
The design of the new cybermen was a monthlong process, involving every part of the Doctor Who design team.
Eventually, with a rough design agreed and the Art Deco style of the story settled on, the job of finalising that design and creating the cybermen themselves fell to Millennium FX.
