I think Tennant is definitely the biggest draw there but I don't think much of the shows premise. As it stands, NBC have 13 drama pilots ordered and some far bigger names on other projects.
There's a remake of The Rockford Files (with Steve Carrell of The Office attached as an EP). They've also got shows in development with David E Kelley (Ally McBeal, Boston Legal), Jerry Bruckheimer (CSI, Cold Case, Without A Trace) and JJ Abrams (Lost, Fringe).
Prime Suspect seems a pretty simple idea, so there's no particular reason why it wouldn't travel well (unlike Life On Mars) and they've got the creator of Without A Trace on board as a showrunner.
Then again, NBC have 10 drama pilots (CBS - 10, ABC - 13, CW - 6 and FOX just have 5) but lots of gaps to fill from the likes of Trauma, Mercy and possibly Heroes being axed not to mention all the old Leno slots. There's more chance of getting an order from NBC than any other network.
