E4 had a £60m budget in 2009 (possibly cut a bit this year) and all the ITV digital channels combined budgets aren't close to BBC3 either.
ITV Ad Revenue (2008):
ITV1 - £1127m
ITV Digital - £242m
ITV Budgets (for 2011):
ITV1 - £750m
ITV Digital - £95m
Regional - £71m
GMTV - £34m
So next year ITV1 will be operating on little over half of what BBC1 has?”

As others have said - the BBC hasn't killed ITV1; the increase in commercial competition has. Instead of (in some other fields) where increased competition improves standards, in this one it's hit standards instead as the advertising pie is cut into more and more chunks. ITV are now relying on event TV plus the soaps to keep afloat, which is a different approach to just a decade ago.
