I didn't see series 1 so I can't speak about that but in general on DOI, the people without fan bases are voted off early in the series. Either because they aren't known, like Natalie Pinkham in series 3, or because the viewers didn't warm to them, like Jeremy Edwards and Gemma Bissix in series 4.
Then the weaker contestants are gradually eliminated - although perhaps not in an order that everyone would agree with. The finalists are usually among the best, or most improved, skaters.
(In series 2, Clare and Kyran were the best and they were the final two. In series 3, Chris and Suzanne were the best and they were the final two. Gareth and Zaraah were also very good and they were the other two semi-finalists, with Zaraah making it to the final. In series 4, the best were Donal, Jessica, Ray and Zoe and three of those four made it to the final.)
This is very much in general, though. Obviously, there's always exceptions to the rule but so far that's approximately what seems to have happened each year.
