Sorry if this has been covered before.

If Hayley is top, and the viewers votes counts as half, how can Hayley get in the skate-off?

are the viewers votes for her pointless? if so, surely that is illegal.

Because a half is a large percentage. Its perfectly possible to come top and still end in the dance off if the voters vote for everyone else in particular orders. Hayley's minimal score was 9 from the judges and 1 from the public. It was possible for everyone else to get 10 and as they would have more public votes they would have been above her in the final total. its just not very likely that the public vote will fall in exactly the wrong order to produce that result.Its now even more possible as ties in the judges votes give the worst people more points to carry forward.

say tonight she got 9 points from the judges and the doc got 1 if the doc got the most public votes hed have a total of 10 and if hayley got the lowest shed also have 10 then it depends on the order of the rest of them..its unlikely but possible...though as the weeks go on the public vote matters more
