Nope, You plug that device into a spare USB slot and connect a normal corded phone or dect phone to that device and you can then use a standard landline phone to make and receive calls.

I use one of these with my DECT phone and it's pretty good, but you need to make sure that your OS is compatable. It works with XP, but not Vista or Windows 7.
