using mobile phones internationally

hi,
i am asking on behalf of a friend.
she is from the US and when she came here her mobile wouldn't connect to a network (AT+T). she hasn't had any problems before when she has been here. when she has been here before it has connected to orange or vodafone
however, when her and her partner went to europe both mobiles wouldn't connect to a network. (he is vodafone)
i am wondering if its something to do with 3g? what do you think ?

Firstly the phone needs to be compatible with European networks.
It could be the first time she was here, she had a different phone which was compatible.
There is more info on the different frequencies and standards here:

Secondly, they need to make sure that their mobile phone company had enabled roaming on their accounts, not all companies do it automaticly.

the phone she has, she has had it for 3 years and its quad band. so its the roaming?

Yes, I'd say so. They should contact their mobile phone company and get them to enable roaming.
