I'm sure you're right, there's no way children would be upset by what Jason said, however he is an adult and is supposed to behave like an adult not a 10 year old sniggering in the playground. Teaching children that it's ok to describe someone in public as resembling faecal matter is just not appropriate and OFCOM have basically dodged their responsibilities by hiding behind the choice of precise words used to make the analogy. If Jason had used a more widely recognised word would the decison have been any different? Although, possibly not, given that insulting someone in public seems to have become acceptable if it's addressed to a "celebrity" or is on a reality show.
Also very sad that attitudes now have sunk so low that anyone who questions rudeness or bad behaviour is automatically considered to have no sense of humour or to be stuffy or old fashioned.
Basically, it's not big, it's not clever, it's not funny and it's not cool to be rude!
