ITV still have some pretty solid restrictions - average 8 mins per hour, no more than 12 minutes per hour - and they are restricted to a set number, e.g. 1 hour programmes may only take 3 breaks.
The only thing that has really changed in the last 10 years is that they now have no restriction on the length of the individual ad break. So one can last 5 minutes, but the actual adverts (not in-channel advertising or sponsorship) cannot amount to more than 12 minutes per hour and even then ITV have to put less adverts on in other hours in order to average at 8 minutes.
So, in short, Dancing on Ice has probably always had 12 minutes of advertising in it per hour and probably still does.
Either the programme content is getting weaker, making the adverts harder to deal with, or ITV are placing the adverts in a way that make it seem like there are more now.
