Pretty sure Gaga did write it, it's just that originally she wrote it for Britney to record. In the end that didn't happen so she just recorded it herself.
Christina Milian was originally supposed to release Play, which she wrote, but it was said that it wouldn't suit her so it was given to Jennifer Lopez.

She co-wrote Drumming Song, the only other song on the album (other than YGTL) that she doesn't have songwriting credits on is Girl With One Eye which was written by The Ludes (a band she performed with a few times around London, and I think one of them was her guitarist in the early days).
Ellie Gouldings fall from #1 - #16 in the album charts last week was the biggest fall from the top spot ever.
