SCIs presumably well intended?

I used the abbreviation SCI to mean..
'Signal Characteristics Indicator'..
My strength is usually around 90%.. self evident meaning
However..
My Quality varies from 50% to 100%..
Perhaps obviously the BBC HD is 100%..but so too are a number of other channels..
such as ITV..
Strangely 999 the Info channel from Freesat itself is 50%..
nobly using a grotty scrag end channel that no-one else would pay good cash for.
Obviously values indicated are nothing to do with the Bit-rate?
Was the Indicator designed before the advent of HD and
has never been re-designed?
And what a let down that as soon as one records anything at all.. the SCIs are then verboten..
