They're really different shows. My impression of Britannia High from the little I saw (and much of that on Charlie Brooker's Screenwipe) was that it was aimed at young kids like High School Musical.
Just reading about some of the plots on the ever reliable Wikipedia, it really doesn't seem to know what its target audience was. Plots range from a kid with dyslexia, gun crime, murder, child abuse, ghosts, multiple sclerosis and of course, a gay plot. So it sounds a bit worthy and serious for what it was. That list is enough to make a Disney executive cry. HSM was very simple, innocent and glossy.
What Glee and HSM have in common are that they both have some humour, usually provided by a few very OTT characters and neither takes itself too seriously. The musical numbers were stronger, Glee in particular has really benefitted from doing covers rather than originals. Where Glee and HSM are similar is the "Romeo & Juliet" plots. The "jocks" and the "geeks" (or Gleeks) which is a strong point for both.

In terms of buying UK rights, I'd have thought FlashForward. There's no way E4 would have expected ratings like this when they bought Glee. Although in terms of actual production costs, Glee is very expensive.
