Depends if you wnat to go to the authentic 17-18 year olds who can look younger or go to the experienced people 20-25 who can look 16. You then have to fit the vocal ranges. There's some very talented toung females who might look right in Les Mis, Blood Brothers, Oliver, and more from the tour of Little Shop of Horrors. They seem to have resisted going younger and letting anyone experienced in Annie or SOM in and there's no one who played young Cosette or any other major child role either - you wonder if any applied .
Nancy Sullivan the current Eponine and her understudy in Les Mis both played Dorothy in 2007 - both would probably still look young enough. There's also Katie Hall who is the touring Les Mis Cosette and has already played Christine and Cosette in the West End - she's vocally stunning and commands a stage and is istill n the same age range as the Dorothies. There's probably more shows with other people in them who look the part too.
Jessie could shine - shes got the US accent now, the role fits her and in real life she's actually much shorter than you ( me anyway) would think watching her on TV. Leanne from Maria might be interesting she played a very young Cosette in 2008/9 and acted that role very well - she might look the part too and could also turn on the vocals.
