That's a fair enough criteria, but the list isn't correct. In quite a few Episode 1's that you have listed they didn't have speaking parts! I do think Water of Mars should count as well, as the Dalek wasn't an empty shell and wasn't a flashback, even if it didn't actually speak, and was central to the plot.
