Why not have the Daleks come back in the Xmas
special? Even from the cynical view of tying in with the little
ones getting Dalek toys from Santa.

The Cybermen are probably in the finale. Moffat said Matt & Karen carry flaming torches in Ep.12 and Amy is seen waving a flaming torch at one of the Cybermen in the season trailer.

They're in the pandorica but I don't think they're the big bad.

I agree with this, there were two cybermen standing behind a restored one in the Coming Soon trailer so I imagine they play a biggish part, but I feel that something bigger is going on. I will be most disappointed if they are in fact the big bad- the closest thing we have had to a new finale villain was the Toclafane in series 3, but they were small fry compared to the Master.
I would love to see a new bad for the Doctor to face, but if we are to endure a returning adversary, make it something good. I never saw Omega in the old series, but he looks quite cool (and in tone with Moffats's style).
